Ryokukai Aikido was founded by Katsumi Niikura, Sensei. Niikura Sensei developed this unique approach to Aikido after years of studying various martial arts and focusing on the harmonization of mind, body, and spirit. In Ryokukai Aikido, practitioners aim to neutralize an opponent’s attack by using their momentum and balance rather than force. It emphasizes the importance of "ki" or energy flow, which Niikura Sensei believes plays a crucial role in maintaining health and effective technique​.

Niikura Sensei also founded the International Budo Ryokukai, which encompasses multiple martial arts disciplines, including Aikido and Karate, offering a comprehensive martial arts education focused on both physical and mental development​.
